Add instructions for modifying settings to README.md

I'm pretty new to VSCode and Visual Studio and still getting used to repositories, etc.

I don't see anything in the README about where/how to change the settings listed in the file.

This might be a good thing to add to the README file.

Instead of adding documentation in README, I will just add links referencing the original docs:

• Install Extension
• Modify Settings
