Fix/apigw reconnect redis

Description

1. Fix the redis client re-connect strategy, so that the redis client will keep reconnecting.
2. Catch exception during report generation, so that the api-gw will not crash if unable to connect to portal using puppeteer.

Type of Change

1. Fix the redis client re-connect strategy, so that the redis client will keep reconnecting.
2. Catch exception during report generation, so that the api-gw will not crash if unable to connect to portal using puppeteer.

How to Test

1. Run the api-gw and portal.
2. Generate report to ensure report generation working.
3. shutdown the redis server, wait for a few seconds and restart the redis-server
4. Generate report again to ensure that report generation still work
