add two lambda layers to improve deploy time #1235

Background

Some precompile libs are large and slow down deploys. They don't need updated often so are good candidates for lambda layers.

Changes

  • Adding some default lambda layers that can be used in lamdba funcs (only apps right now)

* adding support for lambda layers for precompiled dependencies

* update to necessary lambdas to use lambda layers (apps)

* removing logic for precompiled packages

* trying not to suck
