What do these changes do?

These changes fix a broken link to towncrier's philosophy.

Are there changes in behavior for the user?

Link from CHANGES/README.rst to towncrier's philosophy will be fixed.

FTR this was backported to 3.9/3.10 but the change note wasn't included in 3.9.2 (while the fragment file was removed from those branches). Now, it shows up in the changelog draft because the fragment remains on master (and 3.10): https://github.com/aio-libs/aiohttp/pull/8082/files#r1470427111.
