Please describe the issue: Clients connecting over JNLP instead of over ssh appear to have been disconnected. It looks like we started having heap exhaustion failures on the server from around 1536 UTC on Saturday 7th January. which was likely the cause of it no longer being able to accept connections.

Heap size limit increased from 16Gb to 18Gb and server restarted. I suspect this may have been due to the additional static dockermachines we have added into the CI due to e.g.:
We also have a Marist (Linux/s390x) dockerhost systems which I don't think has live agents on it at present so that may also increase the load if enabled.
