Using this issue to document the setup of dockerhost-skytap-ubuntu2204-ppc64le-1

Added the machine to inventory #2871

A bit of a mix up with the 400g disk on the machine.

It is mounted to /home which does not need 400g

sdb                        8:16   0  400G  0 disk 
└─sdb1                     8:17   0  400G  0 part /home

Meanwhile docker needs this disk as it was using /, which only has 40g

I tried remounting it but I could not overcome
Device or resource busy

So in the meantime I have created a /var/lib/docker link in /home so now docker puts all its stuff there

Marking this as critical to get it finalised, especially in the light of the fact that the OSUOSL dockerhost is apparently not running any docker containers.

@sxa There's nothing left to do for this issue. The machine is setup with containers running.
