Tomcat server get lost when there are same name server in default workspace and new workspace

• VSCode Version:1.23.0
• OS Version: Ubuntu 16.04
• Tomcat Extension Version: 0.8.0

Steps to Reproduce:

1. create a tomcat server using e.g tomcat8.5 and start it
2. set the tomcat.workspace in user setting
3. create a new tomcat server using the same tomcat8.5

Expect: There are two tomcat server
Actual: only the new created server is in the list. And the first tomcat server still run in background.
