The compiled mode caused issues in IE 9.
This should fix some known issues with IE 9.
We've gone to CKEditor for various reasons but the old editor was not removed.
Multiple users have reported issues in IE 9 with pages not loading. Initialising CKEditor on the login page should ensure that it's ready on subsequent calls.
