Resolves #5517

There are still some improvement points. But we will work on these separately.

There is a file in the project root called TestStyleBundleContributor.cs - is this use for anything? Should it be called MyProjectNameBundleContributor and contain similar code to the MyProjectNameBundleContributor found in the Blazor project?
