Add more dashboard views

We need to expand the use of Dashboard style charts according to the major datasets. We want to offer more slices of the Scan data for a WB user to supplement the Table View.
A starting point for some new Dashboards is attached with an idea for 3 new Dashboards:

1. Files and Origin - the theme here is getting the overview of Files and their origin as represented by Copyright Holders. The Chart View currently offers drill-down for Copyright Holders, but perhaps we should move that chart here?
2. Licenses - the theme here is comprehensive overview of licenses. Not sure whether we include Package Licenses here. We may want one chart with all resources including packages and another chart without packages?
3. Packages - the theme here is packages and their detected license.
   My working assumption is that these will be fairly easy to create and change so long as we stick to standard chart styles. So we need a good start on the new Dashboards, but should expect them to evolve with new use cases.
   We will likely want more charts with drill-down like the current Chart View, but that can be deferred.
