update fastcache to v1.12.2

This PR update fastcache to the latest version v1.12.2. The current version in our go.mod is v1.21.1. Here is the change log since v1.12.1:

c5013df1 2023-11-24 13:25:57: go.mod: update dependencies with `go get -u ./... && go mod tidy && go mod vendor`
959e53c7 2023-11-24 13:23:24: fastcache.go: re-create the bucket.m map inside cleanLocked() in order to reduce map fragmentation

According to VictoriaMetrics/VictoriaMetrics#5379, the commit 959e53c7 will help reducing memory usage and GC pressure for long-running processes.
