As pegasus issue 567 shows, there are some unit tests are time-cosuming,
meta.data_definitionis one of them, it will cost 40765 ms.meta.data_definitionis the unit test for creating, dropping and recalling app, the previous implementation is hard to be refactored, I rewrite them inmeta_app_operation_test, it will cost 13015ms.
