WBTC vote proposal #2: claim ownership over merchant and custodian members contract

Overview

The role of this vote is two-fold:

1. In this vote the DAO multisig takes control over the members contract that controls the list of merchants and custodian.
2. By voting dao members that did not vote over the first proposal also confirm the address they supplied is valid.
