Add tooltip to several Back buttons. #59760

@afercia Looking good. I always wondered where some of these "navigate" labels came from, back is much simpler.

What?
Many 'back' icon buttons miss a tooltip.
Why?
All icon buttons must visually expose their accessible name.
How?
aria-label
