I haven't looked into it enough yet, but the variant property is explained in #51097 as follows:
This property can only be set using the packages' context system, meaning only other components from @wordpress/components will be able to trigger this variant.
That said, I suspect there may be a more ideal approach to customize variants.
Furthermore, I think the underlying reason why this black border is rendered is because it is assigned a class called is-alternate. However, I have not been able to explore why this class is only given to this popover.
@ciampo I think this PR is related to DropdownMenu v2, but I don't fully understand it, so I'd appreciate it if you could check if this PR's approach is OK 🙇
Yea, I couldn't identify why the default was applying is-alternate here, so setting undefined variant resulted in the standard shadow. |

It looks like this black border is expected to only be applied when opening the popover from the block toolbar. Therefore, this issue might need to be resolved in a higher-level component. Otherwise, similar problems may occur when new popovers are added to the header in the future. |
