To close the loop, tested the "Edit styles" link in Welcome to WordPress panel (in the Dashboard) and can confirm this fix restores opening the Styles panel ✅ Thank you all 👏 ⭐

Fixes #38090.
Restore functionality that opens the Styles panel when ?styles=open is passed a URL query param.
This was removed (accidentally? cc. @kevin940726) in #36637.
