[Widgets Screen] Fix WP Admin Bar Widgets screen link

Description

Fix #25828.

Fix the link of the Widgets Screen in the admin bar.

How has this been tested?

1. Go to the frontend (http://localhost:8888)
2. Hover over the site's name in the top admin bar
3. Click the "Widgets" item
4. Observe that we're being redirected to the Widgets screen block editor
