Remove REST_WP_REST_Block_Types_Controller_Test which now exists in WordPress Core

Description

The Block Types endpoint was recently introduced in WordPress Core. This resulted in CI tests here failing (https://travis-ci.com/github/WordPress/gutenberg/jobs/353774378) because the tests run against trunk, and the version in core is using the wp/v2 namespace while locally the __experimental namespace is used and expected by the tests.

This PR removes the failing tests.
