Media links: fix linking for images inserted from URL.

Description

Fixes #21518.

• Fall back to the url when the media (image) data is not available.
• In the link dropdown, only offer the "Attachment Page" option for media inserted from the media library.

I updated this to accommodate for recent file moves/changes. I was able to reproduce the issue and verify it is resolved by these changes.
