Write mode: if you select "show template" the write/design tools appear in the post/page editors #67326

Despite a PR to ensure design mode will always be used in the post editors, if you turn on "Show template" the tools appear once more:

To replicate:

Use at least GB 19.7. If you use GB 19.8, this option is behind an experiment and needs to be enabled.
Open the post editor and notice there aren't any Write/Design tools.
Click the device preview and select "show template".
Notice the Write/Design tools appear.

Hmm closing this out as this actually seems like it's by design based on this open issue: #67129
