Add Launchpad into the boilerplate listing

During WC Sofia I got as a question why my framework Launchpad wasn't listed at this level while there were some abandoned projects inside the listing.

Let's answer this question together by letting me know what are the requirements to be inside that listing and let's see if Launchpad meets those criteria.

PS: While looking at this documentation, I can see notions there are quite outdated, it might be useful to update it with new notions that have started emerging in the meanwhile.
Is there a process to enhance this documentation or I can do it just by creating some PR like this one?

Hi, happy to see that you are creating a framework.

There are no specific requirements, more like have something that can be useful to the community and is aligned with the directory guidelines and best practices. Do you have a link to a plugin that was created using this framework so the Plugin Review Team can check it out? If that's private you can send it to the plugins email (You can find it here).

And yes, you can help with the documentation creating PRs like this one.

I have an old example of a plugin I released using that framework to check if it was validated, and that is currently on the official repository: https://fr.wordpress.org/plugins/noobpress/

It is not using the last version from the framework, but I can update it to the latest one if it is necessary.

For the documentation updates I will create other PRs related to that so we can keep both topics separate.
