Add PHP syntax check sniff to the core ruleset. #601

This will let PHPCS run a lint over the PHP files it checks as well.

@jrfnl BTW, I just added you as a repo collborator, so once you accept the invite, you'll be able to push up feature branches into this repo and open intra-repo PRs, which will allow other collaborators to push up additional commits into your PRs, so we can collaborate. Thanks for all your great work!
