Description
This removes the implementation of texter facing bulk sending that's no longer maintained in our fork
Motivation and Context
Texter facing bulk sending hasn't been tested/used in a long time. If we want to enable bulk sending for texters, we should rely on the more recent implementation introduced in politics-rewired#1128
