May be possible to use ImageMagick to do this; will need to have a look at what's feasible. It may be possible to support multiple ImageProcessor instances, and use Skia for most of them, and then waterfall down to the others for formats Skia doesn't support. Implementing an ImageMagick ImageProcessor (similar to the GraphicsMagick one could solve this, and might give a route to supporting HEIC (by adding the IM HEIC plugin).

@linlishuo - any chance you can provide me sample images for PSD and TIF, and when I get a chance I'll have a look at this?
