Since hashicorp/terraform-provider-aws#35527 has been released in aws provider v5.38.0 version, we can get rid of the part of our Python local provisioner that configured Config recording frequency. This will play better with other related changes, such as limiting the recorded resources (of which every can have frequency overrides).
