University level evaluation overview enabled, plus minor fixes

- Evaluation overview: Enabled university-level view. H90 bachelor + licentiate (veterinary medicine) is excluded, all other data is displayed.
- Study guidance groups: Added studytrack type filter (filters bachelor+master studyrights or only masters) here too
- Class statistics > Studyright type filter: Fixed the filter not selecting the correct studyright in some cases
- Faculty > Programmes and studytracks tab: The country details popup showed "null" in some cases, this is changed to "Unknown"
Internal
- In dev mode, request logging is simpler making the log more readable while debugging.
- Improved some error logging
