Fixes to completed courses, open uni, updater

Completed courses search

• Csv cells are empty if no completion
• Emails only shown if names are
• Names and emails are always shown in csv
• Substitutions are shown in csv
• Fixed rights of the feature

OpenUni search:

• Removed dissemination_info_allowed related functionality

Other fixes

• Fixed: SortableTable CSV export column selections now reset to default (all selected) after every search
