This moves the SNMP forwarding/proxy service examples from docker-compose.yml to docker-compose.snmp.yml, and adds more comments to clarify how it can be set up and used.

As mentioned in #2435, there already existed some undocumented examples of how to achieve SNMP proxying in the Docker Compose based development environment.
Since I recently had the need to use SNMP proxying to reach a closed-off network, I found an opportunity to clean up the examples.
This complements #2435 - and perhaps #2435 can be updated to mention these examples.
