JetBrains stopped providing us with open source licenses for PyCharm several years back. We are now paying annual license fees, and licenses therefore ony apply to employees of Sikt.

This PR just updates the docs and release notes to reflect the name change from Uninett to Sikt, which we need for the next NAV release.
