“Allocate Assessors” list - not updating, cached

From Aleks @ Co-sector : The list of these assessor is cached so if the users were assigned the new role after the Coursework creation and they don’t appear in the list, purging cache should add them to the list .
Soulution: do not cache this list.

Purging the Moodle Universal Cache (All MUC caches) does work to unblock list, but this is a Site Admin function, and not expected behavior for users adding in a new marker, then being unable to allocate them.
