.NET Core 3.1 upgrade
Upgraded the c# exercises from a mix of 2.0 and 2.2 to 3.1. The reason is that 2.0 is EOL and 2.2 is soon EOL and my package manager doesn't provide 2.0 packages. Also 3.1 is the current LTS release and will be supported for a while.
Also ignore .idea related files for the users working with Rider.
