Added imports directory to contain a snapshot build of corim. Corim may be updated without breaking concise evidence repo.
added exports dir and make target to generate ce.cddl file that can be exported to other repos.

updated concise-evidence to be either concise-evidence-map or tagged-concise-evidence for flexibility when used with media types or content format.
updated spdm-toc to be either concise-evidence-map or tagged-concise-evidence for flexibility when used with media types or content format.

spdm-start.cddl no longer needed. removed file and updated Makefile.
