initial attempts at downward-compatible SOR update api.

Main problem: on startup, fleet crashes, as does Kibana
Reasons:

incorrect interpretation of upsert vs update behavior in API
incorrect unit test refactor
incorrectly casting types
messy control flow through API
and others


          Implements downward compatible update to support mixed kibana versions
