What would you like to be added:
定时触发器支持流水线变量， 当指定流水线变量时，在创建/保存流水线时，解析流水线变量的默认值做合法性校验，如果不合法则保存失败报错

Why is this needed:
让模板实例化时，能够让不同的流水线实例有不同的定时触发时机
