Updates dev dependencies for TYPO3 13 LTS: * phpstan/phpstan: ^1.12 * phpstan/phpstan-phpunit: ^1.4 * sclable/xml-lint: 0.8.0 (former global requirement) * Apache Solr: 9.7
Separate GitHub action steps now replace all steps done in the old cibuild from EXT:solr script.
