Add Join_All and Pair_All Commands; Remove Battery Option

Feature Removed

The "skip battery devices" option was removed from the refresh_all and get_engine_all commands as it is no longer necessary. Messages sent to battery devices are automatically queued for the next time they wake up. Removing this simplifies things for users.

Proposed change

Adds join_all and pair_all commands. Self explanatory.
