Update datasets to 15.27.1

This Dockerfile is the same as the prior version - although the version ARG is now 15.27.1.

Changes since 'latest' version

• Bug Fixes: Support gene download by virus taxon
• Bug Fixes: Favor exact match to organism name in taxonomy auto-suggest
• Bug Fixes: Remove redundant crc/size checks in zip validation
• Bug Fixes: Ignore blank lines in datasets CLI input files
• Bug Fixes: Support lookup of prokaryotic taxname above species
• Bug Fixes: Close tempfile before rename
