Description

This PR is provides new documentation updates for the the details endpoint as well as changes to support an API layered refactor.

Motivation and Context

This PR addresses: BED-4411

Why is this change required? What problem does it solve?
This change is to document how the details endpoint can now support a JSON or CSV response.

How Has This Been Tested?

Existing new unit tests pass
