What is the purpose of this change?

Address the latest set of vulnerabilities in the EMa

How was this change implemented?

For Java, updated spring boot from 3.1.5 to 3.1.6 and updated the spring-boot-starter-web and webflux dependencies.
For Go, custom built a pre-release version of the latest (0.9.1) Solace provider

How was this change tested?

Manual testing with the EMA running in docker.

Is there anything the reviewers should focus on/be aware of?

No
