Doc 412 (#8)

* DOC-412 and Issue 3

Update readme to reflect tunable sw parameters (replaces scaling tiers); add instructions to verify/install Docker Compose; add list of enabled ports; update links to documentation. Update compose file to correct nofiles and enable more ports.

* DOC-412

Delete outdated links.
