@speedwaystar I FOUND THE NO BUFF BUG! with that disabled. after log out and logging back in... it no longer buffs.
version 19 retail but i'm pretty sure it's exactly what was happening to me since v17
tested with random buffs and all other addons disabled. this is it

...my guess is that on load it doesn't know what is the default template type is (or loads a different type that's not 'solo') (and there WERE template changes in v17+) so it doesn't know what to apply since the only buffs I have enabled are in the solo template.
because if i enable template switching after the no-template load it figures itself out. i need to test it but my guess is if i switch templates manually (after a no-template load) it will also start working.
