Remove the forced check on account status in the CI-CD pipelines

Description / Motivation

This forced check is no longer required, it is now handled by the "Approval for running fork pull request workflows from contributors" setting on the repo.

Types of changes

• Bug fix (non-breaking change which fixes an issue)
• [] New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would cause existing functionality to change)
