It's not used, and we're the only people depending on it across the org. Removing our usage unblocks this from being unpublished

@shopify/tophatpackageWe've got a better solution for local testing with
/snapitandpnpm linkand we're the only people depending on it across the org. Removing our usage of@shopify/tophatunblocks it from being unpublished
