Prism v0.19.0 is out, so we can broaden our requirement to allow the Ruby LSP to upgrade.
The only change that impacted RBI is that all parsing error messages have been made lower case. I don't think Tapioca depends on those messages exactly, so it wouldn't be a breaking change. Let me know if that's not the case.
