Per #11, scikit-learn no longer hosts the Boston data set. This PR converts chapters 2, 3, and 7 to the new source. I've verified the output is the same, with the exception of some minor changes in chapter 7 that seem associated with PyTorch changes.
I don't feel great putting energy into this, as converting to the California data set probably makes more sense, but this is the fastest path to getting things working.
