Added supervisorctl (ported from /etc/supervisor/supervisord.conf

Description

Adds supervisord control socket so supervisorctl is available for use inside of the container.

Motivation and Context

It would be quite useful to be able to restart each supervisor service separately (for example vnc server gets stuck or something like that). It has been discussed with @diemol in slack

I was able to replicate the issue locally with tests. I think this is related to the fact that video has it's own supervisor config (not inherited). I'll report back when I have a fix.

@diemol OK, fix sent. The issue was the path of /var/run was not available. Updated it to /tmp, which is the next alternative path for supervisor control socket.

I ran the tests and they look fine now. I was able to test supervisorctl in them as well.
