ci: Move to env files

This moves us to env files in our pipeline instead of using set-output. The prior approach was deprecated by GitHub Actions on Oct 11, 2022. https://github.blog/changelog/2022-10-11-github-actions-deprecating-save-state-and-set-output-commands/
