Pipeline: Adds CHR historical data handling (only 2023 to start)

Description and Motivation

• checks in data file from CHR for 2023
• updates code to handle 2023 data
• updates code to loop over provided years and ingest/process data
• updates to output HISTORICAL in addition to CURRENT
• updates chr test to read in real data/
• closes Backend: Update source DAG with fallback demo CHRData #3789

• tests updated and passing
• runs on infra-test and makes new historical table as expected
