Updates CAWP data (#2896)

- checks in manually downloaded CAWP data 
- use full month name in metadata (changes COVID too)
- adds instructions for downloading CAWP numerator data
- adds instructions for updating our own territorial legislature data
- black formatting and shorten long lines for linter
- closes #2812 


## Has this been tested? How?

tests updated to stop as 2023 (to match test input data) and passing
