The target is everything! Every place/room and enemy has its own target value between 1 and 20. This is often represented with a D20 placed next to the room or enemy in question so that everyone at the table can see what the target value is. The target is the general value of difficulty of the particular thing it represents. When rolling for a check or an attempt the DM or PC rolls a D20 and compares the result with the target.

Roll Result
Dice is 20 Critical Success - Add a d12 to any damage or effort. Other rules might apply for specific actions.
Dice + modifer above or same as target Success - The action is done without problems.
Dice + modifier no more than 2 under the target Close - The actions is done with minor problems.
Dice + modifier more than 2 under the target Failure - The action fails with consequences.
Dice is 1 Critical Failure - The action fails epically. DIRE CONSEQUENCES!
